Technology of Information and Communication (TIC) is now a strategic component for support and instrumentalisation of the operationalisation of the Government policies at all Government levels.

The Electronic Government is a decisive factor in improvement of the quality of public information system, service to citizens, and society in general. The preparation for Government strategies for the TIC is important as it guides the activities of the Government institutions in the preparation of policies and planning, to avoid the unconnected form in the organisations and institutions, through lack of a specific strategy to guide and standardise.
The experience of F.F | e-Stratégia Pública® in the issue of e-Gov has allowed the development of a set of mechanisms, indicators and indices, all own indices that have been tested and applied to the areas of Management and also the Appraisal of the Government Segment:

IA e-Gov is an index of adherence to the electronic government. The IA E-Gov was developed through work for the General Office of Internal Affairs of the Federal Government, sponsored by the British Government, This index shows the degree of efficiency and electronification of any process inherent to the Government Management. We base ourselves on the reasoning that the more unnecessary activities, not adding value, there are, the greater the possibility of errors. The IA e-Gov makes a positive exploitation of this concept: a processual analysis, clear and objective, through the mensuration, with appropriate grounds, by stages of Electronic Government.

This methodology for assessment of electronic services as applied to Government Administration provides a reference mark in order to assess the materialisation of the aims sought by Government institutions in the implementation of e-Government services. It is used as a base for the development of migration strategy for the services as appraised, which guides the raising of the level of development of e-services, with a focus on improvement of quality of Government Spending, as also the efficiency and effectiveness of the delivery.
